Inspired by startup logic—cloud, automation, AI, underground marketplaces—criminal groups industrialize their operations and lower the entry barrier for newcomers. The result: an underground economy that is more profitable, agile, and harder to dismantle. How can states, businesses, and law enforcement respond?
