The global cost of cybercrime is expected to reach $9.5 trillion in 2024, a 10% increase from the previous year, according to the World Economic Forum. Despite many successes and strengthened international cooperation, the fight against cybercrime is at a crossroads. Should it focus on targeting major players, like the operation against Lockbit in May 2024, to decapitate the leadership, or instead prioritize a large- scale crackdown on small-scale “cyber” delinquency before it becomes professionalized? What are the most effective strategies? What resources are required? Legally, should the criminalization of cybercrime be reinforced? What are the main challenges for justice and investigative services? What obligations should companies assume to prevent and respond to cyberattacks? How can the roles of public and pri- vate actors be optimally coordinated to enhance the effectiveness of combating these digital crimes?
